[SoC] GSoC 2017: SOS tools in GRASS GIS

Hi everyone,

I am Ondrej Pesek and I am a student of Czech Technical University in
Prague.  I am in the first year of master studies (geomatics). I should
create a series of modules with which it should be possible to get data
from SOS server and work with them directly in GRASS GIS.

Since the start of the community bonding period, I have begun researching
SOS and OWSlib and testing OWSlib to find bugs and things which could be
improved.
