[SoC] GSoc'18 Week 08 Report - Implement MST and Mincut

Hi All,

This is my report for week 8 (June 2 - July 8).

*What did you get done this week?*  Create pgTAP for pgr_kruskal and
prepare basic code and implement pgr_stoerWagner.

*What do you plan on doing next week?*

  * Refine signature of pgr_stoerWagner and then implement test, pgTAP,
documentation.

*Are you blocked on anything?*
No, at the moment I’m not blocked.
