[SoC] Request for reviewing proposal for GSoC 2018.

 Hi All,

I am looking forward to working with OSGeo organization In GSoC 2018.
I am participating in GSoC for the first time. I liked the idea of Open
Source and want to contribute to it so I have created a proposal for
"*Graphical
user interface (GUI) creation to view geospatial data stored in PostGis
+PostgreSQL"* Project.
