[SoC] GSoC 2019 - porting python 2.7.x to 3.x - Week 7 report

Hi,

Following is the week 7 report -

8 July 2019 to 14 July 2019

# Report
### What did I complete this week?
- I found the Cheetah 3 binary for template compilation and hence, the last
weeks blocking issue has been resolved.
- I worked on the Cheetah template files and made the necessary changes so
that they compile with Cheetah 3.
- Made a couple of bug fixes and few syntax changes in templates for Python
3.
- Resumed the testing and found a bug in the login page. Here, the page is
unable to authenticate the user credentials and show the dashboard.

### What am I going to achieve for next week?
- Try to resolve the login page bug.
- Try to install "mapscript" for Python 3.
- Continue with the testing.

### Is there any blocking issue?
- "mapscript" library is used by "mapmint" and when I tried to install it
for Python 3, it gives syntax error in the mapscript library. I could not
find any solution to it. So, I am working with the mentors to find a
solution.
