if it's a proposal for a QGIS idea, you should share it with the QGIS
community.

Have a look into our recommendations for students, there is a link to our
proposal skeleton in GitHub.

this skeleton is a starting point, draft your proposal in GitHub and share
the GitHub link with the QGIS community.
