[SoC] GSoC 2020 OSGeo gvSIG Association

Hello, what a joy that the instances of a new period of GSoC begin again, last year I had the privilege of participating with OSGeo and gvSIG Association in the project "New rules for the Topology Framework in gvSIG Desktop" , it was an amazing and enriching experience. 
For these reasons, this year I will strive again with great enthusiasm to try to qualify and contribute with everything I learned. I hope to have the possibility of contributing what I learned last year and adding several rules that help to build a more robust tool. I will finish a proposal shortly so that, if you wish you can make suggestions, corrections and comments. 
Each contribution have great importance to me to be able to grow.
