[SoC] Signature Of New Functionalities In pgRouting

Hi Community Members,
I am planning to start coding after discussing with mentors so I have
created some possible signatures of pgRouting functions [1]. I request to
members and mentors please give their valuable feedback. So that I can
finalize the signature and start coding.
