[SoC] GSoC 2021 - VRP functionality with VROOM on the database for pgRouting (Week 9 Report)

Hello everyone,

This is my ninth weekly report of the Official Coding Period.

*Week 9 Report (Aug 2nd - Aug 8th)*

   - What did I get done this week?
      - Modified sampledata (vroomdata), and added constraints.
      - Added more pgTAP tests, made changes for modified function's
      signature.
      - Updated the documentation and docqueries.

   - What do I plan on doing next week?
      - Merge the changes to the vrprouting repository develop branch.
      - Work on creating the presentation.
      - Details of possible sub-tasks can be found in [1]

      - No blocking issues.
