[SoC] GSoC 2022 : Week 8 Report - Implementing Cuthill-Mckee Ordering

Hello Everyone,
This is my week 8 report of the official coding period Aug 01st - Aug 07th.

*What have I done this week?*

   - Tried making the function work without creating a separate graph type
   but failed.
   - Added no_crash_test.pg.

*What do I plan to do next week?*

   - Final approach for .hpp and driver files for making it boost
   compatible.
   - Complete all pgTap testing.
   - Complete all the logical and time taking work next week.

*Am I blocked on anything?*

   - Nothing major, I was busy with other stuff.

Any feedback, comments and suggestions are welcome.
