[SoC] GSoC 2022 : Week 9 Report - Implementing Cuthill-Mckee Ordering

Hello Everyone,
This is my week 9 report of the official coding period Aug 08st - Aug 14th.

*What have I done this week?*

   - Finally made the function work with all required parameters and
   identified graph type error.

*What do I plan to do next week?*

   - Complete all pgTap testing and docqueries.
   - Solve the error of not generating the correct output.

*Am I blocked on anything?*

   - I was stuck on how to make hpp and driver files compatible for boost
   function and I had to dig deeper to solve it. Hence, it consumed much more
   time than I expected. I will try to complete all the remaining work at a
   fast pace.

Any feedback, comments and suggestions are welcome.
