[SoC] GSoC 2022: Week 3 Report pgr_hawickCircuits

Hello Everyone, Hope you all are doing well.

My Week 3 Report:
Work done this week?
- created the function logic header file
- fixed some linting errors
- uncommenting the CMake lists and adding the circuit to the configuration
file

Blocked on anything?
 - Nothing Major
