[SoC] [OSGeo @ GSoC 2024] Reminder - Call for Project ideas and mentors

Hi Cannata Massimiliano,

Currently, we need only the project's ideas and willing mentors. For org
registration, we need only the project ideas before 6th Feb 2024. mentors
for the project can be assigned later.

The contributor(students) Application period starts on March 18, 2024, as
mentioned GSoC 2024 timeline.
