[Spanish] añadir kml desde localhost

No, lo que necesitas es un servidor HTTP que sirva contenido (apache,
nginx, iis, ...)
Mapserver es para generar "contenido" como imagenes o datos vectoriales
como es tu caso.

Si poniendo la URL al fichero kml en tu navegador no te devuelve nada,
entonces es que no tienes servidor HTTP que pueda servir ese fichero ni a
OpenLayers ni a nadie.
