Well, the r3 paper actually identifies the reason why, which is good.
I have disagreements with that, but I'll wait for a public location for
comments to be published before bothering to write them up.

For thee record, as of earlier this morning, TileCache has preliminary
support for serving WMTS tiles based on my understanding of the
discussion paper.
