Guys, feeling your pain...

One place where ISO models (not the text specifications) can be accessed 
is via the "HollowWorld" ISO data modelling framework at

https://www.seegrid.csiro.au/twiki/bin/view/AppSchemas/HollowWorld

(requires the Enterprise Architect viewer - see links on site, or 
ability to load XMI )

I also suggest a 15 min presentation to OGC on your "Requirements and 
issues from the user's perspective" of the standards.
