[OSGeo-Standards] Inspire IR metadata to ENVI Commission and maintenance of technical elements

Hi all,
a couple of days ago the definitive version of INSPIRE "Metadata"
Implementing Rules have been sent to European Parliament members (ENVI
Commission) [1].
Technical content of the INSPIRE Implementing Rules for metadata is mainly
the same as in the public version [2].

INSPIRE implementing rules will become European "Regulation" and will be
binding.
Actually, the process for the maintenance of the technical elements of the
INSPIRE implementing rules has not been completely defined.
Involving CEN is an option, but some have raised the problem of copyright
(CEN docs have copyright constraints); CEN/TC 287 already indicated its
availability to maintain the technical parts of the IR's (in the business
plan).
If the IR's are brought in the CEN process, than they will also have to be
put out as ISO new work item proposal (Vienna Agreement) [3].
