[OSGeo-Standards] Web Map Platform - SVG Map

Hi all,

We promoted development and standardization of Web Map Platform named
"SVG Map" which used SVG in Japan.

We are thinking that the time of the collaboration with the other
platforms might be arriving.

Until now, only Japanese technical information was published. But,
english information was published recently.
