[OSGeo-Standards] Metadata Standards and ISO 19139

It seems that a lot of energy in geospatial metadata today is focused on
the ISO 19139 standard. I wonder what impact this will have on efforts
of open source programmers to support geospatial metadata standards. The
FGDC metadata standard is available for free over the web, and has a lot
of supporting documentation.
Is ISO 19139 going to replace the FGDC metadata standard here in the
United States? I know adoption of an international standard should be a
good thing, but I wonder what it will mean for the open source
community. At least you can usually get a copy of an OGC spec, even
though you have to sign their silly data agreement.
Any thoughts on this? If ISO 19139 is going to replace FGDC metadata,
are open source applications making any preparations for the change?
