have you ever heard the following ones?
* GeoNetwork [http://geonetwork-opensource.org/]
* CatMDEdit [http://catmdedit.sourceforge.net/]
* MIG Editor [http://sourceforge.net/projects/migeditor/]

Even if ISO19139 doc is not for free, XML schemas are available here:
http://standards.iso.org/ittf/PubliclyAvailableStandards/ISO_19139_Schemas/
