[OSGeo-Standards] Standard File Format for the Exchange of Network Topology

You may have a look at the INSPIRE data models:

The network application schema for example:
https://inspire-twg.jrc.ec.europa.eu/inspire-fc.html#_P414

The INSPIRE datasets are supposed to be encoded in GML.
