[OSGeo-Standards] Request for Comment: “Nillable GML” Candidate Standard

>From now on, I will post calls for OGC Requests for Comments to this list. The reason is based on recommendations from the recent dialogue on improving communication between the OGC and the OSGeo community.
The OGC Architecture Board approved the “Nillable GML” Candidate Standard for RFC (Request for Comment). Details for the RFC can be found at:
http://www.opengeospatial.org/standards/requests
This OGC™ Candidate Standard defines a profile of GML in which the default value for the nillable behavior of feature- and object-properties may be set to “true”. The default nillable value is set at the level of an application, and applies to all properties appearing in the application.
