GMLCOV is the overall of OGC GML Coverage encodings.
GMLCOV for JPEG2000 is a proposal to extend the GMLCOV
with yet another non-GML encoding format of a geospatial coverage,
that is, JPEG2000.

The idea is similar to GMLCOV extensions for GeoTIFF, NetCDF and other
encodings.
