Yes, something like that.
My understanding is that GML GEOCOV need to be extended to allow
other non-textual types of encodings of geospatial coverages (e.g.
images, grids).
The GML part may be confusing though: non-GML encoding for GML GEOCOV? :)

BTW, here is RFC on GEOCOV for GeoTIFF
