[OSGeo-Standards] OGC WCS schema question

I noticed WCS schema version 1.1.1 is the only one where the target namespace is:

targetNamespace="http://www.opengis.net/wcs/1.1.1” 

instead of:

targetNamespace="http://www.opengis.net/wcs/1.1”

Why is this the case? In 1.1.2 and 1.1.3 the targetNamespace was “corrected" again to 1.1 (which was also the case in version 1.1.0).

Any insight on this appreciated.
