[OSGeo-Standards] OGC WCS schema question

Hi Bart,

no idea why, actually - this has been done by Arliss Whiteside way back. It 
_might_ be a typo, although Arliss was known for being meticulously exact.
Let me add that 1.1.1 is double-deprecated:
- it has been superseded by corrigendum 1.1.2
- 1.x is deprecated overall
