[OSGeo-Standards] OGC Schemas software distribution update and package proposal

Tom and Peter -

While not on OGC staff any longer, after 14 years . . .

Peter's caveats are spot on. There is an OGC directive that formally states
that the OGC schema repository in the normative reference and that if an
OGC standards document is different or if a copy of an OGC schema is
different from that in the OGC schema repository, then the OGC schema
repository shall be considered normative. This directive came about as a
result of the corrigendum PnP discussions that occurred a number of years
ago.
