[OSGeo-Standards] OGC membership handover

Hi standards committee

OGC are e-mailing about membership renewal - and despite my best
intentions I have not been able to engage in OGC processes on OSGeo's
behalf in really any way shape or form.

I'd like to make the membership I currently squat on available to
someone else who has more time and energy.
