[OSGeo-Standards] Proposal to accept OSGeo / OGC MOU

I’ll bring the OSGeo Standards List review of the proposed OSGeo/OGC MOU to a close now.

People on the list have had ample time to comment.

The comments that have been made are generally in support of the MOU.


I propose on behalf of the OSGeo Standards Community that:

The OSGeo Board accept the proposed MOU, with the following modifications to Exhibit A:

Change Clause 4 at [3] below, to

“4. OSGeo will collaborate with OGC to identify open source technologies that can be used as Reference Implementations for and to validate compliance tests developed for OGC adopted standards.”

Insert new clause after 4.

“n. OGC will waive the Trademark License fee associated with Compliance certification to 1) OSGeo recognised Open Source products that are not subject to proprietary dual licensing; 2) Open Source products selected by OGC as a Reference Implementation; and 3) the relevant software passes OGC Compliance test procedures. This Trademark License fee is typically paid by the developer on an annual basis. This waiver will remain in effect for that version of software. An OSGeo recognised Open Source product is one that has been approved by the OSGeo Incubation Committee and the OSGeo Board as either an OSGeo Project, or an OSGeo Community Project."


I’ll leave this proposal open for 5 days from the date of this email for comment, prior to sending it to the OSGeo Board on the 15th September 2021 UTC.
