[OSGeo-Standards] kickoff meeting of OGC Committee

Hi everyone: following up on [1][2], as well as the related presentation
and BOF at
FOSS4G 2022, the initial OGC committee meeting is scheduled for
19 December at 14h UTC.  A draft agenda can be found at [3].  Please feel
free
to update as you see fit.
