[OSGeo-Standards] Charter Membership requirement for Standards Committee

Hi all: per our last meeting actions [1], the committee discussed
making clear (in the Terms of Reference [2]) that Charter Membership
is required to be a member of the Standards Committee.

I will start the motion/vote on Monday 19 January 2026 to allow for
wider discussion as needed here.
