[OSGeo-Standards] [vote] update Terms of Reference with Charter Member requirement

Dear OSGeo Standards Committee members [1]:

As per [2], this is a motion to update the Terms of Reference [3] that
Charter Membership is required to be a member of the Standards
Committee.

Given this vote is for an update to the Terms of Reference, the voting
