[TCMUG] OSGeo twin cities chapter (TCMUG) annual report and summaryof February meeting

Bob,

I thought we'd leave that part for next year's report (in case we need
something in the "accomplishments" section).  I also thought about having
Beer and Bitner's name in each section but he or someone else might complain
or something. ;)
