​It is interesting to note, the language in either document does not
specify OGC standards or even the term "open source".

The bill seems to 'formalize; the existing NGAC, NSDI, FGDC
structures....with more reporting requirements.....but no new approaches or
thinking on how improve the situation.  I doubt this bill will make any
substantial improvements.
