Yes.

Currently, giving access to the 'docs' would also mean giving access to
all of TileCache. I have no problem doing that for sufficiently
trustworthy users, but that trust first has to be earned by a series of
sane-looking changes to some part of the code -- whether that's by doc
changes, code changes, or otherwise.

At the moment,, I'm the primary maintainer of the TileCache code, and I
prefer to review the things that happen to the code. There are a number
of things which could be written into documentation that are not what I
would refer to as 'best practices' in any sense of the word, so I like
to still have editorial review on doc changes at this time.

If you really have so much documentation to write that it becomes
annoying to me to commit the changes, I'm sure you'll get commit access
pretty quickly :)
