Hello Luca,
That's something you configure in network settings or maybe web service settings, not through TileCache. If your organization has someone that manages the network you should ask them to sort it out - it all depends on how your network is set up so you need to ask whoever looks after the network because they'll know the 'right' way according to your organization.
If it's just for your own testing you can host the TileCache service on localhost so the service can only be accessed from your computer, or maybe an internal IP if the server has one that is only accessible from within your local network - how you do this depends on what web server you are using so again not really to do with TileCache but the web service. Check out the install guides or forums for the webs service you are using, or ask someone you know who is handy with Apache / IIS / whatever it is you are running.

By the data owner I can use cached data but I can't let external site use
