You have 29 resolutions so if the tilecache version is 2.10 you must run the script:

Python tilecache_seed.py [-f/--force] <layerName> 0 30 [<-b/-bbox> <BBOX>]

If it's 2.04

Python tilecache_seed.py <layerName> 0 30 [<BBOX>]
