[Tilecache] tilecache_seed bounding box

I'm using tilecache 2.11 with Mapnik and OpenLayers. When I try to run
tilecache_seed with a bounding box, all the tiles generated are outside the
area I specified. I was hoping you guys would take a look at my
configuration and see if you can spot anything wrong.

tilecache.cfg:

[osm]
type=MapnikLayer
mapfile=/usr/local/osm/config/osm.xml
spherical_mercator=true
maxResolution=156543.03390625
levels=19
units=m
metaTile=yes
metaBuffer=128
metaSize=20,20
srs=EPSG:900913

And here's an example of the command I'm running:

tilecache_seed.py -c /etc/tilecache.cfg -b
