[TOSprint] 2019 code sprint

At the MapServer bof in FOSS4G-Dar a few weeks ago, the Norweigan
Mapping Authority offered to host a MapServer code sprint there (they
need about 6 months advance notice). Many of the attendees of the bof
were interested in that...maybe it could be a summer-time thing, after
this Minny-sprint. -jeff
