[Ubuntu] Spatialite tools update in ubuntugis

Hi,
I have currently found that 'spatialite-tools' package is outdated in
ubuntugis. Is there any reason to not to bring it up to date ?

If it helps, few months ago I have packaged spatialite-tools 4.0 for
my own PPA [1]
