[Ubuntu] MOTION: Bring UbuntuGIS stable in sync with OSGeoLive

Angelos,

I think this is fine from UbuntuGIS point of view. Note that the 
*stable* packages have already been moved to stable ppa. So, you should 
be good to use it now. (except for raring, which is not really stable 
yet, so no packages are available in the stable ppa)
