[Ubuntu] update QGIS package when GRASS is released

Because Ubuntu xenial and earlier still have QtWebkit support in 
python-qt4 you need to undo the related changes.

This include Breaks/Replace on python-qt4 in debian/control and the 
python-qgis.install file.
