[Ubuntu] Pending removal of Xenial packages from Stable ppa

https://launchpad.net/~ubuntugis/+archive/ubuntu/ppa/+packages only shows jammy, focal, and bionic.

bionic is EOL since June 2023, those packages should be removed.

focal goes EOL in May 2025, those package could be removed as well.
