[Ubuntu] Starting resolute support

Hi all,

With Ubuntu Resolute released, I would like to start adding packages to 
the Unstable ppa soon.
At the same time, I think that Jammy packages should move to Stable ppa 
only and Bionic should now be dropped from UbuntuGIS.

Any objections?
