[Ubuntu] GEOS-3.14 for ubuntu/noble

Hello all,

I've been commissioned making GEOS-3.13 available on Ubuntu (noble) 24.04 
and would like to make the result of that effort available to everyone.

Bas in the #debian-gis IRC channel on OFTC network (as per [1])
suggested an ubuntugis/noble branch in the debian-gis-team repo [2]
would be welcome so unless you see reasons not to, I'd like to target
that as a goal.

I'm writing this email in order to not duplicate efforts so if anyone
already started any work on that please let me know.
