Hi Hugh,
I would definitely recommend the chaps from NautoGuide. They do and have
done some great stuff with Open-Source.
They've developed bits and bobs for us at Windsor and Maidenhead, and
they've done stuff for other LAs and TfL as well.
Dave Barter is the chap that you want to track down for a chat.
