[OSGeo-UK] Read non-tiled GeoTiff's

I am using libtiff.net<https://github.com/BitMiracle/libtiff.net>
 to read elevation data from GeoTiff files and it works fine with tiled files but I can't obtain the elevation data from either stripped or scanline-based files

is there a way to read these elevation data by converting these files into tiled files using libtiff.net in C# ?
