[OSGeo-UK] OS-Geo option to Mailing lists to discourse migration

I'm pretty ambivalent about this, but if OSGeo are shifting the backend of
their mailing lists into Discourse then there must be a reason. If it
didn't generate additional work for the UK organising team then I say that
it's better to follow the lead of the central OSgeo group rather than not.
And it looks as if we can use it via email (similar to this list) or make
use of the online functionality if wanted. So, options.
