[OSGeo Vietnam] Approved - OSGeo Vietnam local chapter

Hi Jeff and All,

Congraluations to the OSGeo-Vietnam members on
becoming the first "official" OSGeo Chapter in
Southeast Asia and ASEAN. Incidintely Vietnam
has also assumed the Chairpersonship of ASEAN
and there is lot of interest in FOSS in the
ASEAN too.
