[OSGeo Vietnam] Approved - OSGeo Vietnam local chapter

Hello everyone,

I have great news: today the OSGeo Board of Directors officially 
approved the Vietnam chapter.  This means that the Vietnam chapter now 
represents OSGeo in Vietnam.  Mr. Bui Hong Son will liaise with the 
OSGeo Board, and be the main point of contact with the OSGeo Board.
