[VisCom] RFI editing

Ok, discussed with the board.  I can be the point of contact, for osgeo, 
to have a board member make it more official.

You can use cholmes at osgeo.org as my email.  And we thought it'd be good 
for you to also put yourself Ned as the secondary point of contact.  If 
you have an osgeo login you can also use an osgeo.org reflector address.

We can submit it on behalf of OSGeo, we passed a tentative motion, with 
the board having till 3pm today to review and object if they want.  But 
if no objections it can go out as OSGeo.

Can you handle the physical process of sending it in?  I have this other 
thing due at 5pm as well, that's looking like it may get down to the 
wire...
